The only change I would like is if you commit a crime and there are no police (or maybe even pedestrians) in the area, you can see police closing in on the radar before you get your wanted level, as if they are responding to a call. Then if those police spot you running or perhaps even still committing the crime that is when you get the wanted level.
Obviously, if there are police in the immediate area, or a high percentage of peds, you get the wanted level immediately like in all other games.
Imagine you are playing as Trevor and you decide to hold-up a liquor store (all Vice City like) and as you are doing it you look at your radar and can see three police vehicles closing in on the store, if you get away before they arrive you can avoid a police chase all together - if you take your time or want more cash, then you have the police to deal with. It's a slight change to the system, but something that could change things dramatically.
Of zoals RDR een beetje
Houser doesn't necessarily mean it's not changed much from GTA IV. Red Dead Redemption happened in between and updated several of GTA IV's mechanics. Not every RDR idea belongs in GTA V, but GTA V could have variations of witness (bribe/kill to prevent wanted level), bounty level (chance of being pursued whenever encountering law enforcement), pardon letter (nullify bounty level), bandana (conceal/change appearance to affect wanted and bounty levels during crimes or pursuit), and fame/honor (alters detection of minor crimes).
An example of adapting these systems to GTA V would be for a player to have a parole status after being released from custody that increases crime detection or elevates the initial wanted level for any crime (getting 2-3 stars immediately for example). Some related modern consequences could be being ordered to wear a GPS ankle bracelet (cops know where you are) or being ordered to report for drug/alcohol screening on a time interval (like having to eat in San Andreas except if you don't do it you get a wanted level instead of dying). The pardon letter mechanic could take the form of blackmail or bribery of the right people.
