These were legal showings, or at least that's what they said in the places where it was shown, so you could start a petition to your city council if you would like your city to have a screening of the final episode, who knows.. It could happen xD
EDIT: Some people have been asking why was it shown in plazas all over Mexico (And other latin american countries), here's my answer:
Dragon Ball has been broadcasted in public tv since 1995, pretty much ininterruptedly (Back in the 90s when it was first run it was broadcasted in prime time slot, at 8:00 pm Btw this was the old slot 20 years ago for anime shows like Dragón Ball, Ranma, Pokémon, and probably others I'm forgetting
It has mostly been Z reruns, but the original and GT were also run every 2-3 years I'd say..
Since around last year the reruns of Z (and the broadcast of Super) in public tv were shown in prime time again, at around 8:00 pm. So LOTS of new people (I assume lots of young kids that had probably never seen it) were exposed to Dragon Ball last year, I have heard of lots of families were kids that grew in the 90s now watched Dragon Ball with their kids.
Tl;dr People in México (and probably a Lot of people in Latinoamérica) were raised by anime.

I heard that places in Spain would project it, but some events were cancelled too, what about places in Asia? Though I think it would have been hard for non-american places since Super is shown in the morning there, I think..)
