First off, when it comes to this kind of stuff, don't go to Datto. He thinks persistence bonus on accuracy is the same as what hotswap, Icarus, eye of the storm, etc. Does. But it's completely different. Remember that initial accuracy is usually the highest accuracy Stat, what happens is that the longer you fire, the accuracy bloom widens and sometimes shots won't land where the red dot of your reticle is(biggest issue with hand cannons). What persistence does is halfway through continuous fire your gun will fire back at its initial accuracy and maintain it until you let go of the trigger. What hotswap, Icarus, eye of the storm does is reduce to completely eliminate accuracy bloom, that's why they are conditional and almost always belong to the same perk tree. Where the red dot is, is where the bullet will land. Underdog maxes out equip speed and range(capped depending on weapon) when you are at critical health, at max range, fall-off off is slightly extended, and accuracy bloom is almost non existent, even at longer ranges, the bullet will land where the dot is. I believe that range also increases hit box size. In concept Underdog seems OP, but in practice when your health is low, you are pretty much dead in one shot from any other weapon aside from low impact autos, so it's really hard to take advantage of this perk, but in clutch situations, when you are in a pinch sometimes it's nice to have. Hidden hand on the other hand is a bonus on aim assist Stat, which is different from accuracy, aim assist governs target stickiness and bullet magnetism. Eye of the storm tightens your accuracy bloom as your health gets lower, simple as that. If you have any questions I'll answer the best I can.
