To get to the dragon's lair you have to have completed all the previous quests, you have to complete them before you take the main quest which ultimately ends the game. It really is quite simple to get there after all the other quests are done. You just teleport there. You can't get there unless all the other quests are done.

After following these threads from the start, I've come up with a few evolving ideas..
a) Statue that points (Look out point)
b) Glade (clearing at look out point where you found the silver key at begining)
c) Npc that spawns at dawn is their (travelar)
d) The cellar in S. Bowerstone what is the point of having that triggered only at a specific time, their must be an alternate use for it.
e) Bard told us to spend some time nearby the tents in S. Bowerstone for this female npc to spawn, or walk over to them.
f) The light house is where secrets lie
From what I've seen of this, these are jumbled steps at various stages of a quest, or a few different quests. The most important thing is to figure what the first step is to get the ball rolling.
The only definitive clues given are S. Bowerstone, and spending time somewhere close to the tents..
Thoughts... The cellar is near the tents..perhaps invite the travelling merchant to go to S. bowerstone and into the cellar? Finding another NPC to follow you to the cellar?
Another thought.. Having the travelar NPC follow you..while the statue points at the small clearing..drink a beer..and dig? (statue does point at it in the day time)
And ultimately, of all the poems he said there is a certain npc that will make these things easier..So figuring out who that NPC is.. is probably the first step of all of this..
Just some speculation it might trigger some new idea's thoughts
