From this article is seems like the motion tracking is always on, but I doubt that, and that the leaked screen shots - the one with the merc hud - had the motion tracking on.

It not only has a visual representation but it will make your controller vibrate faster the closer you are - like your hear rate. Also the magazine states that they usually didn't find the spies with it.
