In Germany there is a Strategy Guide for Oblivion, here is what they say about Vampires (i hope you can understand my english, i will try to translate as best as i can....):
- you must fight other vampires in order to become one
- you can cure the desease with potions, through magic or at an altar
- if you would like to become a vampire just do nothing and after three days you wake up as a vampire
- you wake up from a nightmare and you realise that something has changed, your skin is pale, you have red eyes and you are faster, stronger and you have new powers
- you must drink blood from sleeping persons
Good things as a vampire:
- benefits: Attributes: +5 Strength, Willpower, Agility / Skills: +5 Acrobatics, Athletics, Destruction, Illusion, Sneak, Mysticism, Hand2Hand Combat / Resistance against diseases and paralysis as well as a little resistance against attacks with normal weapons
- each day without drinking blood will increase the above mentioned things (+ 5 points each)
Bad things
- after several days without "eating" you will become a monster and nobody will talk to you
- weakness against fire
- you will burn in the sun if you don't eat at least every 24 hours
- every day without "eating" will increase this effect
- cloudy and rainy weather will ease this effect
- each day without drinking blood will transform you: your face will become hollow and your skin will turn pale, your teath will transform to tusks and your eyes are glaring red
- most of the people refuses to talk to you, this will complicate your game (trading and getting new quests!)
Special Powers:
- Hunter Eye: Infravision and Detect Life for 30 second (this will cost only little magicka so you can "use" this very often)
- Persuasion of the Vampire: You can charm persons for 20 seconds and your power of persuasion will increase by 100 %
- Reign of Terror: After three days as a vampire you can silence your opponent (very handy against mages) and your opponent will be demoralised (very handy in combat situations
