This has been covered before, but I am going to go ahead and cover it again, once again regretting that I don't save these things to a notepad.
Faction Balance is a very important issue at the heart of every RvR based MMO, and it is going to be at the heart of Warhammer Online: Age of Reckoning. Before I begin however, I would like to point out that surveys of gamers pre-release and on forums, are often not an accurate depiction of what you end up with when servers go live. For some reason, many of the gamers who follow games pre-release and post on messageboards, enjoy being the bad guys, or have some ingrained belief that the uglier ones always win, or just plain out like the career choices that Destruction has to offer. This is also what seperates WAR from WoW, the fact that every single faction has unique classes, so it isn't just for looks and nostalgia that you are choosing, its for playstyle.
Still on that point, I think if you do not know, you should be made aware that pre-release, the fear was that the horde would have a giant population advantage over the Alliance, which turned out to be anything but the case.
Alright, well, I think we have established that I do not truly think it will be an issue, but in the cases and servers where it does arise, these are some of the steps Mythic are planning to take to combat it. Firstly, if a population is teterring towards imbalance, they will offer incentives to join the faction that is outnumbered, such as an XP bonus or some free gear, nothing to big, but enough to make it worthwhile for enough people to tip the scales a bit. Secondly, in instanced battlegrounds, the amount of players on your team is not judged strictly by headcount, but rather the height of your ranking. A player with the best gear in the game and a high level of renown will be worth perhaps 2 or 3 of your average players, so have no fear, Mythic is trying their best to make sure instanced battlegrounds stay unadulterated by population imbalances. Thirdly and finally, City Sieges, the paragon of RvR in Warhammer, will not just be judged by open PvP (which will happen in the outer city) but by instanced combat as well (Inner City) and the use of boss tactics to conquer to ruler of your oppositions city. (PvE dungeons after hours of tough PvP work, sounds refreshing : D)
